All citizens of the Philippines, who are abroad during the 30-day voting period, at least 18 years of age on the day of the elections and not otherwise disqualified by law, may register as Overseas Voters.

APPLICATIONS THAT WILL BE ENTERTAINED DURING THIS PERIOD ARE:

  • Registration
  • Transfer of Registration Records
  • Reactivation of Registration Records
  • Change of Name/Correction of Entries
  • Change of Address
  • Inclusion/Reinstatement
  • Certification

WHERE TO FILE?

  • At the Philippine Consulate General in Calgary, Suite 100 1001 1 St SE, Calgary, AB T2G 5G3 or at any Philippine Embassy or Consulate General abroad
  • Designated Registration Centers outside of the Philippine Post abroad (Venues / Dates to be announced)
  • COMELEC Office for Overseas Voting
  • Designated Local Field Registration Centers in the Philippines

For Applications for Transfer from Philippine Post to Local:

  • Office of the Election Officer
    Same with the local registration period
  • Office for Overseas Voting Virtual Frontline Service (OFOV VFS)*
    December 1, 2025 until one (1) month before the end of the local registration period

* Note: The OFOV VFS is only available to registered overseas voters with complete biometric data.

REQUIREMENTS:

  1. OVF 1 Application Form (Download here: https://comelec.gov.ph/?r=OverseasVoting/2028NLE_OV_RegForms)
  2. Valid Philippine passport or
    • In the absence of a valid passport, a Certification of the Post.
    • For dual citizens: Original or Certified True Copy of the Order of Approval of Filipino citizenship or Identification Certificate.
    • For seafarers: Seafarer’s Identification Record Book (Seafarer’s Book).
    • For Application for Transfer from Post to Local, any valid government-issued ID or identification document.
