A new passport may be issued to a 1) Filipino citizen who has not been issued a Philippine passport before; of 2) a Filipino dual citizen who is no longer in possession of a previously issued Philippine passport; or 3) a Filipino or dual citizen who holds a brown, maroon or green passport; and has presented sufficient documentation to prove his/her identity and Filipino citizenship.

Dual Citizenship (In-person submission – By appointment)

Republic Act 9225, or the Citizenship Retention and Reacquisition Act of 2003, passed into law on 29 August 2003, grants the opportunity to retain or reacquire the Filipino citizenship of natural-born Filipinos who have lost their Filipino citizenship through naturalization in a foreign country.

All natural-born Filipinos who have lost their Philippine citizenship due to naturalization as a citizen of another country may file a Petition for Retention and Reacquisition of Philippine Citizenship on their own behalf AND that of their eligible unmarried children below 18 years of age.

Former natural-born Filipinos who are serving in a foreign military in whatever capacity are not eligible to reacquire their Filipino citizenship under Republic Act 9225.

Report of Birth (By Mail)

The Report of Birth is a declaration of the birth of a child born outside the Philippines to parents at least one of whom is a citizen of the Philippines. Under the 1986 Philippine Constitution, a child born of one or both parents who are citizens of the Philippines at the time of birth, REGARDLESS OF THE CHILD’S PLACE OF BIRTH, is a Filipino citizen. As such, Filipino parent(s) must promptly register the birth of their child with the Consulate in order for such a birth to be registered with the Office of the Civil Registrar General of the Philippines. Ideally, the birth must be reported within one (1) year after its occurrence to the Embassy or Consulate General that has jurisdiction over the place of birth.

When the parents fail to report the birth within one (1) year, the birth may still be recorded upon determination of the consular officer of satisfactory evidence of the authenticity of the report. In these cases, the person who executes the report shall furnish the Embassy or Consulate with an explanation surrounding the delay in reporting the birth (Affidavit of Delayed Registration of Birth). The Philippine Consulate in Calgary accepts Reports of Birth of children born in the Canadian Provinces of Alberta; and Saskatchewan.

Report of Marriage (By Mail)

Filipinos married outside the Philippines must register their marriage with the Philippine Embassy or Consulate General with jurisdiction over the place of marriage in order for such a marriage to be registered with the Office of the Civil Registrar General of the Philippines. The Report of Marriage will then be issued and transmitted to the Consular Records Section of the Department of Foreign Affairs in Manila, which forwards them to the National Statistics Office/Philippine Statistics Authority (NSO/PSA) for registration and recording.

Ideally, the marriage must be reported within one (1) year after it takes place. When the parties failed to report the marriage within one (1) year, the marriage may still be recorded but the person who executes the report shall furnish the Embassy or Consulate with an explanation surrounding the delay in reporting the marriage (Affidavit of Delayed Registration of Marriage).

The Philippine Consulate in Calgary processes the report of marriages between two Filipinos or a Filipino and a foreign national, that are solemnized in the Canadian Provinces of Alberta and Saskatchewan.

Report of Death (By Mail)

The death of a Filipino citizen in Alberta and Saskatchewan should be reported to and registered with the Philippine Statistics Authority through the Philippine Consulate General in Calgary. If the deceased is no longer a Filipino at the time of death, there is no need to file a Report of Death.

Consular Mortuary Certificate is required for the shipment of human remains or for carrying or shipping cremated remains. If the deceased passed away as a Filipino citizen, Services No. 14 and 15 apply.

Pursuant to Section IV of the Supreme Court of The Philippines’ Administrative Matter No. 20-12-01-SC, the Consulate facilitates the use of its premises for video conference hearings for hearings scheduled at no later than 7:00 p.m. Calagary time. VCH must be scheduled one month prior to the hearing date and the issuance of a court order. The VCH participant must bring his/her own equipment and use her own log-in details of the court-provided VCH platform.

Assistance-to-Nationals

The Consulate extends assistance to distressed Filipino nationals who are in Canada as tourists, permanent residents, students or persons out of status.

How do I send feedback?The Department of Foreign Affairs has adopted the Harmonized Client Satisfaction Measurement which is a standardized framework in measuring client satisfaction across all levels of the government.

To provide feedback, the applicant/stakeholder may fill out the digital Service Quality Feedback Form (SQFF) by scanning the QR Code posted in conspicuous spaces around the office or by visiting the corresponding link of form where the service was availed:
A valid feedback must at least contain the following information:
  • Date of Transaction or Request
  • Office Visited
  • Service/s Availed
  • Service Quality Dimensions Rating
Note: Some DFA Units have paper-based version of the SQFF and drop box available at counters.
